No “Batch Upload” Development in 2008-2009

APS Healthcare is committed to reducing administrative burden and partnering with providers and DHHS to do so whenever possible. We recognize the significant efforts that providers make every day, to fully participate in the Behavioral Health ASO review process.

Some providers have requested that APS Healthcare develop the capability to accept batch upload of review data. APS Healthcare is very interested in developing such a capacity. However, after careful analysis, APS Healthcare has determined that developing a batch upload system is not feasible, until after the implementation of the UNISYS MaineCare claims payment system.

UNISYS has been selected by DHHS to assume Fiscal Agent responsibility in Maine. In that role, UNISYS will pay all MaineCare claims, including behavioral health and substance abuse services authorized by APS Healthcare. The MECMS system will transition to the new system operated by UNISYS. This change will result in significant changes to the existing prior authorization system. Any batch upload capability developed at this time will have to undergo significant modifications, in the near future, to accommodate expected changes, with UNISYS. APS Healthcare cannot undertake the development of a provider batch upload system, until a key part of that system is in place.

APS Healthcare is committed to continuing to work closely with providers and DHHS to minimize administrative requirements whenever and wherever possible.
